Looks like an immature bald eagle. Grayish head, white and brown streaking down the back perched above the water over ducks a couple of splotches of white lighter crown a dark brown hash line by the eye, and then lighter again below the eye very light underbelly. White and brown band on chest. White and brown spotting on tail. Perhaps a 2nd year.
