Juvenile, rare in October in Washington. Very small tern with "no" neck, very buoyant flight. Very subtle carpal bar, more worn than I'm used to seeing earlier in the fall. Very pale secondaries. Foraging only 20 meters off the peninsula at times! After a patient vigil we caught it flying back west and then over to the Vashon side in the afternoon. Photos.
