Underside of right wing tip appears to be dark, possibly not entirely due to shadow as the pale primary shaft is also visible.

This bird doesn't add up either to Forster's or to Common (or, ha-ha, Arctic) A tch smaller than the Forster's Terns, gray breast and belly contrasting with white throat. Slightly darker gray mantle than Forster's. Wingtips just barely as long as tail; perhaps a smidge shorter. Underside of primaries appeared dark in the last photo; I don't think this was just a shadow as I can also see the pale primary shaft. While all of those plumage characteristics fit COTE, the color (orange) and size (matching Forster's rather than Common) are a better fit for Forster's.
