Gulls standing on the jetty had been flushed by a Bald Eagle, but a few minutes later after they had resettled, something else flushed them back up. Scanning through the dispersed flock in the air, I noticed the back of a tern and after only glimpsing a forked tail and the back of the partially black head, I thought it was going to be a Forster's. Then, as it turned, more easily noticed the large size and finally saw the large, very pale, bright bill. Sean and I were surprised and we were both fortunate that it circled a few times allowing us to get a bunch of photos before it took off going south.
