We thought we had a Rough-legged Hawk at first since it was perched in a Rocky Mountain Juniper and the legs couldn't be seen. After much consideration, we utilized the 'phone a friend' and asked for help. Per Cynthia Madsen: 1. Even though Harlan’s Hawks are longer winged than other Red-tails, I don’t think the wingtips reach the tail tip. On a Rough-legged, they would 2. This Harlan’s has a tail band, but it is usually narrower and less well defined than the wider band with a clear cut border on the tip of a Rough-legged’s tail. 3. Harlan’s Hawks usually (not always) show whitish streaking in the breast and in this one we also see that “doughnut” shape in the face with the white supercilium and white under the eye. Not all Harlan’s show this, however. 4. The clincher is the front view…no feather tarsi! Per David Hill: In addition, all dark Rough-legged Hawks except the darkest males have a white forehead, which is not visible on your bird.
