The plumage is consistent with a non-breeding adult, but I am not sure if 1st summer and 2nd winter can be ruled out.

Gull had partial black hood, strong white spots in wing tips, small bill, dark legs and feet. Eye crescents were stronger than those of a laughing gull, and white spots in wingtips were stronger than those of a laughing gull. It was noticeably smaller than a ring-billed gull. Head pattern was more like a Franklin's gull than either a breeding or non-breeding adult laughing gull. The ID was confirmed from the photos by Bob Spahn.
