I found it in the parking lot waddling towards the corner, presumably to hide itself from me in the vegetation/behind the garbage can. I threw a blanket over it and put it in a reusable shopping bag. It was struggling and trying to bite me as I did so, which I thought was a good sign. I had to go back to work and after consulting others I brought it to the bay side and released it rather than bringing it to a rehabber, hoping that it was just stranded by the storm and not able to take off from land (like a loon). It flew a little and then just drifted around. I hope it just needed to rest and gain strength. Photos uploaded.
