Difficult to see completely across the water and with 30 plus mile per hour winds I couldn't hold the camera still. Definitely a super dark mantle and I think it's safe to eliminate Lesser Black-backed because of the bulkier chest, wide white tertial crescent and the slightly lighter colored bill. It's also somewhat expected in this location.
