Same bird seen a few minutes earlier from Cullen Park. Scope views of smallish dark jaeger first seen chasing gulls with powerful and purposeful level fast flight with stiff wingbeats low over the water. While the bird was on water noticed dark barring under tail and on flanks. Small looking head on thin bodied/winged and long-necked bird. Bill looked thin. Not much primary flash seen during flight. Duck hunters were actively shooting at Grassy Island. This frighted many of the birds (and me too), causing them to change direction and fly every direction. Difficult to track it with scope. Bird flying very short time. Dark cloudy day, the bird looked mostly dark compared to the gulls. Attempted flight photos but camera wouldn’t get focus lock because of the low light and far distance of the bird. No success with in focus flight photos. By the time I had to leave the bird was not seen in 4 scope passes. Very dark from thick clouds even though still 30 min from sunset time. Cullen Park checklist https://ebird.org/checklist/S286504325
