I think this is the continuing Brown Pelican spotted earlier this week. It had its head nestled in from the wind. I was able to see it briefly through binoculars with head/bill up--no doubt it was the Brown Pelican. White under-sides. Observed from N. Pier. Brown Pelican was sheltering with gulls on S. Pier. High wind.
