I don’t know what to make of this bird. My first thought was a female PIGR until I had a good look at the bill. A sparrow of some odd presentation. I ran the photo through the Merlin Photo ID and it offered Golden-crowned and White-crowned Sparrows as its options. It seems bulky enough for one of those two species but the white outer tail feathers would suggest a junco. It's one strange sparrow.
