Originally viewed from CSSP, came over to Lakefront Promenade at hopes of a closer look. Waterfowl began frantically flying and the bird was spotted flying W before settling on the water. It dwarfed the mergansers on the water, displayed a long neck, huge dagger bill and cocked tail. Took several short flight and made a significant plunge. It eventually gained more altitude flying E towards Toronto.
