Continuing rarity. My camera was not working! I do have some poor iPhone video. Edit - additional comments: Upon my arrival to this part of the park, I saw a bird that I thought was the caracara fly very low to the north when I was about 1/3 of the way down the beach. When I got to the area near the fishing pier and Pelican Pavilion, I spotted the caracara, and watched it for a few minutes before trying to take a photo, but my camera would not work! it was bouncing around from tree to tree around the picnic tables in the vicinity, with Fish Crows mobbing it. It eventually landed in a multi-stemmed Sea Grape, where it bounced around before heading off to the university to the southwest. It was interesting to me that even though this bird when perched did not strongly resemble the Crested Caracara, it's flight style was quite similar, kind of gliding with shallow wing strokes. The crescent shaped markings on the wings were also similar to Crested Caracara.
