This pair copulated (see photo); female also gathering nest material. This is a VERY STRANGE place for a OROR to build a nest. Suburban street with tall trees etc. My photos are from different dates. I put breeding code NB for this date b/c she was. But photos from a week later show a bird on the nest. The nest itself "Failed". Adults were never seen feeding young. We have blue jays and fish or Am crows around.
