Seems like best fit for this strange Aythya duck. ID features included a small crest (In between tufted and ring-necked), gray flanks with white towards the front (like ring-necked), and a partially ringed bill (in between tufted and ring-necked). Very similar to and possibly the same bird as the one seen in this pond last year and also in 2007 and 2010.
