Obviously an immature based upon light irides and the streaking marks on breast and belly.

One of the last raptors seen. This immature was in flight above the walnut groves at Flood and Esc-Bellota Rds. It was so far away I couldn't ID it until I got home and looked at my images (highly cropped). This bird was flying very high, almost soaring. I'd never seen that before and by that behavior would never have guessed it was an accipiter.
