Initially thought this bird was a Rose-breasted Grosbeak but soon realized it wasn't for many reasons. Next I considered a female Lark Bunting but it lacked lateral throat strips, had a narrow white supercilium that ran down the nape and lacked bold white wing coverts. The bird was familiar but I could not place it. Once I was able to enlarge the image I saw the leg band and realized it was likely a cage bird and then I realized it was a bird I'd seen in Kenya a number of times. Came to bird bath.
