Chris Rurik found this bird earlier today, and I agree with his ID based on the plumage characteristics. The ID was quickly narrowed down to Red or Red-necked Phalarope based on the short bill and the dark patch behind the eye. The tertials were dark, the greater coverts were medium-dark gray outlined in pale gray, and the rest of the back was smooth medium gray (slightly darker than shown in the overexposed photo). These plumage characteristics agree with those of non-breeding Red Phalarope as shown in O'Brien's and Sibley's guides. Other characteristics seen in the field were a dusky shoulder patch, a white forehead and crown, dark nape and lateral rear sides of head, and all-black bill.
