On the PDR beach about 100 yds. south of the south jetty at the tide line among washed up kelp. The bird did not look hurt or oiled. I do not recall seeing it poking around for flies, but the posture in the photos suggests it. Thought it was Red-necked Phalarope in the field because of the eye stripe and prior sightings of RN in the general area. The yellow bill coloration at the base and thicker bill shape seems to be diagnostic of Red Phalarope. It seems that the bird is transitioning to breeding plumage.
