Not sure if there are two birds that look similar. The pictures are from two different locations and taken 30 minutes apart. It is possible the bird moved, but to me they look slightly different. The bird in the water was with two Hooded Mergansers, while the other one was in a rather large flock of Northern Shovelers and some Mallards.
