clearly a tern showing a large orangeish bill and forked tail. It was flying well out. The size, black cap, and forked tail indicated Forster's or Common tern. Many thanks to Rich Hanlon who was able to get much better pictures than mine when he saw the bird in the early evening and provide ID assistance. My pictures are long shots. During the short time I was there, the tern would fly to the opposite end of the lake from where I was. In these pictures the bill looks more yellow/orange than it does red and the wing tips appear light colored. These lighter shades indicate Forster's tern not the darker colors of the Common Tern.
