Light colored plover, near beach and grass, next to a small brown building. Yellow legs, black bill. White and buffy colored body. White neck ring. Large deep black eyes. At first it was pecking the base of a pole and then a picnic table for 30 minutes or more . Then became more active until it was constantly moving across surfaces: sand, pavement, grass. Very approachable and friendly. Has orange and blue bands. Immature or nonbreeding individual. Silent, no calls. Adding photos as able to shortly
