I was thinking it was either an immature Red-tail or immature Red-shouldered Hawk, but couldn't decide, so I asked the Facebook Raptor ID group, and got this response: "Red-shouldered Hawk juvenile - The dark tail bands are too thick for both Red-tailed Hawk juveniles & Broad-winged Hawk juveniles. Tail banding too close together & no very thick subterminal band on it for Broad-winged juvenile also. OP image to me shows a smaller beak too. I think it's trying to do a juvenile Broad-winged imitation by the fluffy middle breast feathers being fluffy, hiding the markings in the middle of the upper breast." (PS - sorry for the poor quality - very overcast and backlit today, and pretty distant. I did slightly lighten the exposure before posting.)
