I played a tape of Black Rail into a likely-looking area of wet grass in front of cattails, and this thing began responding from somewhere on the ground in the grass or the edge of the cattails, moving around unseen. It was definitely responding to the Black Rail tape -- the more I played, the more it approached, and the more agitated it became. The loud "jeer" sound was what it started giving first, and then the agitated peeps and the low barks began once the bird was riled up. I think this might be a Black Rail, but it doesn't match any recordings I can find.
