***rare***. Typical Spizaetus ornatus/tyrannus body form. Long tail, long rounded wings, prominent head, with full crop. All white below with darker, possibly ruddy capped head, barred tail but too distant to make out more details. Likely a juvenile S. ornatus. Recordings of the bird calling while soaring. Calls (in flight) almost perfectly match many recordings of S. ornatus in Macaulay. White underparts rules out S. tyrannus and calls rule out S. melanoleucus (along with body shape). It is curious that I have recordings of S. tyrannus calling from the same hill on multiple days. But the preponderance of evidence points to S. ornatus. No other records of this species in ebird for Satander or really the west slope of the Cordillera Oriental apart from an undocumented record from Ocaña.
