Seen along Lust road, facing north perched on snags sticking out of the water. Was scanning ducks when I saw some DC Cormorants, then one seemed smaller and with long tail. I always stop to take double take, just incase. It paid, off. Fortunately with it cloudy I could see the bird well in my scope and only pic that showed anything came at this point. Small bill, gular patch wasn't a orange yellow it was a pale yellow wash. And it appeared to be only the lower half and its compact. This gives it a dark lore appearance. The DC gular stretches out. The Neo had small rounded head, long tail. Front was browner than the pale gray brown of a DC. Thin white strip could be seen every once and a while, when the bird would move. Pic ever so slightly shows this. I've seen thousand plus Neo and anywhere out west where they occur, this would be Neotropic with out question.
