Believe this to be the correct bird - was extremely challenging picking up the smaller lighter bird flying lower (same apparent size as darker black tern) getting chased by other nearby larger terns. Head position perhaps giving horizontal black line on head vs. "earmuff" appearance. No apparent orange / very small bill.

Continuing. Flying low into the wind with a black tern; flight slower, less direct than elegant terns surrounding / chasing and also lower to the water with occasional pop-ups, often to cycle back to beginning of route. Roughly size of a least tern. Spotted with the help of another birder who has observed the WWTE multiple times and was familiar with the habits cycling on pond 12. FAR. Estimate at least 1 km+ distance. Low tide today c. 5:15 am and 5:10 pm. Spotted around 3:30 with tide dropping. Both birds flying low and bouncing up, apparently cycling along a stretch defined on the right extremity by a whiter sand berm, and on the left by a white water tank on the hill in far distance. Poor photo with characteristic black “earmuffs”.
