I am leaning towards this one, but would be happy to change my ID if anyone has any suggestions! No black armpits and golden speckling above eliminates Black-bellied. Between the two goldens is tricky. This one seemed to have a bit more yellowish on the face, which points more towards Pacific. There seemed to be more white connecting the supercilium to the side of the throat, which is also something that seems to point more towards Pacific, I think? There was also more noticeable golden on the back, which is variable, but points towards Pacific again. The bird was at roughly these coordinates at low tide: 43.864791,-124.158614.
