Observation details
Much smaller than Ring-billed Gulls they were with. Tern-like. All had black bills and black wing tips that are pointy and thin. White wedge on wing sometimes visible. One had hood nearly completely in (adult entering breeding plumage) - ruled out similar 1st year Franklin's as seen bird had no eye crescents. Another was adult still in winter plumage (had post-ocular spot but rest of plumage that of adult). Third had hood that was grayer but otherwise same plumage as other two. All 3 foraging off top of water, spinning halfway similar to American Wigeon.
