Observation details
Others have seen since, David got identifiable photos. Foraging in a field south of the highway as we approached the lake (opposite Gorman Post Rd). As we drove by I saw a hawk with a white tail and called it a Ferruginous, but it then started hovering, which I told David and he immediately pulled over. Sure enough, a Rough-leg--it gave us decent looks. Long white tail with thick black tip, pale breast contrasting with solid black belly, black wrist-patches on mostly white underwings. It was foraging by cruising down the field, turning into the wind and hovering for about 10 seconds, then turning and cruising down the field, hovering again and so on.
