Observation details
Appears to be a Citrine Wagtail. Typical Wagtail appearance and behavior- constant tail wagging up and down, similar in size to the American Pipits in the same area. Yellow face and breast, bill is all dark, gray back, prominent white wing bars, gray flanks, pale lores, and white undertail coverts.
