Observation details
The bird was first seen by Joe Hanfman. I saw it perched on the roof of the Annapolis Junction Transfer Station. It was flushed by a raptor and flew into Howard County, along with some Ring-billed and Herring Gulls. Joe called it a first cycle gull. See the photos below, showing all black bill and no dark wing tips.
