Observation details
At 0940, I briefly saw a very distant raptor with dihedral over the Scratchgravels. At 0945, I saw the GOEA circling closer, S of the Scratchgravels. It circled until 0947, then flew rapidly S or SE, mostly gliding but with occasional short series of flaps. I stopped watching it at 0951, at which point it was low and had just resumed circling again S of Meatloaf Hill over the draw which extends S from Montana Ave. Presumably continuing through the pass between Bompart Hill and Mt Ascension? White in wings and tail combined with lack of molt and lack of mottled tawny bar in the upperwing coverts points to a juvenile.
