This immature Laughing Gull was sitting in the first overlook parking next to the kiosk. It looks disheveled and ill. We parked nearby and it did not fly. It was next to the Forster's Tern.

Immature at first obs deck with Forsters Tern. ONLY December observation in ebird for this location! Possibly an ill bird.
