Observation details
This bird appeared smaller than a Red-shouldered Hawk. When I first approached it from the rear and looking into the rising sun I thought Merlin. It was perched lower than where a Red-shouldered Hawk would perch. It was not shy, as is a Red-shouldered Hawk. I walked from its back side, crossed in front, and viewed it from the front. It remained on its perch. Note the barrel chest. I did not hear any call.
