Observation details
Seen at around 9 am on the Anacostia side of the point flying rather high above the water. From a distance without binoculars, first thought it was a weird juvenile gull, then a hawk, then realized short-eared owl when it started flapping, showing distinctive floppy flight pattern. It continued flying towards the open fields around the DoD where it was joined by another bird that chased it around until I lost sight of it in the distance and in the sun. In the field I thought it was another owl but upon reviewing photos realized it was a red-tailed.
