Observation details

Photos TBA. **continuing rarity. Seen briefly early morning taking off from the water. Key features were diminutive size, dark carpal and hand with white trailing edge of wing. Later found in the smaller section of the lake, just feet from some of the docks in a frenzy with BOGU and FOTE.
