Observation details
I went back with a scope to look at the Cinnamon Teal I found yesterday. It was in the same general area (in the general vicinity of the rookery island), foraging and loosely associating with Mallards like yesterday. Unfortunately the lighting was awful (the sun was out and the bird was mostly back lit), so the view was still not great. In particular, I could not determine its eye color - couldn't really say for sure if they were red or dark. In the end I am still uncertain as to its sex and age, although now I am leaning back toward it being a female. (Yesterday I thought it might be an immature male.)
