Observation details
They were in the recycled waste water reservoir next to Hillside Blvd, which can be viewed from the grass patch along the blvd. No water has been flowing into the waste water reservoir for a while but the reservoir water is being used. The water level is now about is about four feet lower than normal and muddier than usual.
