Observation details

Short all-red bill. Complete black cap (COTE usually shows head molt by late Sep). Black cap margin nearly touches gape. White on cheek separates black cap from light gray underparts. Back and wings silvery gray except for darker gray on folded primaries. Darker (than mantle shade) folded primaries is typically a COTE character. Tail extension (outermost rectrices) at or beyond that of folded wings, but outermost rectrices worn and with left wing drooping, it was difficult to accurately judge whether tail extended beyond wing tips. Short reddish legs and feet. Left wing drooping, may be injured? Bird was not seen in flight and did not vocalize. No other terns available for direct comparison. Will upload photos.
