Observation details
It was an immature individual with a grayish-brown back, white trailing edges on wings and a forked tail with a black sub-terminal bar. I first saw it flying with a flock of BOGU directly off the end of the pier. They would try to fly offshore but would turn around when they reached the outer breakwall. This went on for quite a while until it flew in to the calm water on the east side of the pier to rest on the water. Photos taken.
