Observation details
Chased this sparrow along the dead branches on the beach cliff for about thirty minutes, often getting lengthy and fairly close (~15 ft) looks. Lacking the dark lores of chipping sparrow, white mustache stripe well-pronounced, colors of face overall brighter and more strongly contrasting than expected for chipping, breast pretty clean white. Recorded the call, and tried with Merlin but it didn't give any ID. Asked a few other birders and they agreed with clay-colored ID.
