Observation details
Foraging on the water far out in the middle of the reservoir, too far for a confident identification. Spinning and stabbing at the water, unmistakable phalarope behavior. In non-breeding plumage, whitish below and gray on the back. I'm pretty sure there was a black mask, so either Red or Red-necked. Wings were raised once and the wing linings appeared quite light in color, so I am leaning toward Red Phalarope but can't be sure.
