See Rick Bennett's pix. Bird was more fluttery and buoyant compared to the other bird. Same size as the other bird, but wings seemed narrowed. White forehead, but black cap reached far down into the cheek. On the upper wings, there was no back wedge or even a black lining on the primaries, but extensive smudgy dark on the coverts. That said I wouldn't say that the bird had a dark carpal bar. There also seemed to be translucency midwing above. Bill seemed small. Immature bird for sure. Could very well be an Arctic.
