The reason this bird was supressed was concerns over harassment and possible nesting. This bird was found among farm fields and viewable from public roads. When we arrived it was sitting on this post, which we viewed from about 100 yards away. When we left it was still on this post. I did not observe a burrow, however some folks claim it was using a hole on the corner of this intersection. There was never a second individual reported. Despite the concern for photographers trespassing and harassing this bird, nothing compares to the unknowing farmer who was out spraying and harvesting his fields that morning, after which I don't believe this bird was ever seen again. Multiple negative reports over the following days lead me to believe that the bird was spooked off this area by the farmer.
