Observation details
First alerted by quiet, buzzy "poor poor ti ti ti" calling, which I didn't immediately recognize as cerulean, but knew it was something out of the ordinary. I located it sitting still in crown of tree. Could see thin dark blue neck band and stayed on it until I could see blue upper parts. I spammed some photos, which are quite poor, but good enough to tell that its a cerulean.
