Observation details
Note how part of the preening process is to wet the bill, then shake of excess external water. This could be for 1) washing off whatever was removed from the feathers, in cleaning them, 2) providing a dampened bill to aid in their cleaning, or 3) the dampening could help in realigning the barbules of the feathers.
