The song/call is in the first two-thirds of the recording. After that, you can hear a Common Yellowthroat and an American Coot.
Observation details
I recorded the audio (6:46 p.m.) before I saw the parakeet (7:00 p.m.) foraging at least 100 feet away from the spot where I made the recording. It is possible the recording is of another bird. Handwritten notes re calls IPA [wi-wi-wi] [wa-wa-wa] "wee-wee-wee" "wah-wah-wah." My first guess was that it was a Yellow-chevroned Parakeet, but it seems Rose-ringed Parakeet is a better fit for the visual and audio info I have. May be female or an immature bird since it does not appear to have a neck ring.
