Observation details

Bizarre habitat and exceptionally high elevation. Male sitting adjacent to the stream. Slate-colored raptor with prominently hooked bill. Yellowish-orange lores. Turquoise orbital ring. Banded tail. Many photos. Eventually hopped up into a shrub. Wings didn't appear broken, but possibly ill or struggling with altitude. ~3900m (12,940ft), not sure if there are other records this high elevation.
