Observation details
This appears to be a typical Greater Spotted Eagle (GSE). Key features include the missing long primary in both wings (nine primaries visible instead of ten), narrow secondary barring with plain tips, and double commas typical of younger GSEs. The dark plumage is also characteristic of immature GSEs. There’s no indication of it being a Lesser Spotted Eagle or a hybrid. Notes shared by DF
